Default Sponsorship agreement (help pls. Mr Miller and other Experts)

My nephew was sponsored by his father, but since his father didn't live up
to his obligation on him, my nephew decided to leave his father (who
sponsored him) since he says that living with him makes his life so
miserable coz his father can't fulfill his obligation to him. If I remember
it correctly, the reason why his father sponsored him was so that he (the
father) wants to fulfill his "lost and forgotten" obligation to his son (my
nephew) since he (the father) never supported him ever since he and my
sister got separated when my nephew was around 2 years old. But in reality,
he just sponsored my nephew so he could get a babysitter for his daughter
from his another wife for free, since he can't afford to get one. Can he get
away with this? Isn't there a sponsorship agreement between the sponsor (his
father) and the government stating that he's responsible or has an
obligation for the sponsored person? If so, can you guys tell me who to talk
to or where to go to concerning this matter? Because I feel bad about my
nephew having to go through all that nightmarish event in his life and it
seems that it has affected him in many ways.

thank you

what obligations didnt he take care of? all the sponsor has to do is make reasonable efforts to meet the financial needs of the sponsored person to the extent that the person does not require to go on welfare, and is not lacking in basic needs...

and if your nephew is a Premanent Resident he isn't bound by law or anything
to stay with his Uncle. He can go where ever he likes. However it is as
bighead said his uncles responsibility to ensure he doesnt go on welfare and
if he does go on welfare then his uncle is supposed to pay the difference,
howveer unless he plans to sponsor people in the future he may just not care
and default but i think under the new law they dont like that very much and
probably would use some means to get the money back.
However remember it is your uncles obligation to your nephew not the other
way around, so if your nephew wants to leave and get a job and go travel or
whatever then that is up to him.
