Should I take photos to Buffalo?

Should I take photos to Buffalo?
I will fly over to Buffalo next week and pick up the visas. In the letter from the consulate, there is a list of requirements for 3 recent photos, however, I am not really sure if they need it (there are no bullets in front of it, just underline). Should I really get another set of photos?

HI
You probably don't need them, BUT take them anyway, how would you like to arrive, be told "sorry, no photos, no COPR, so go away and come back another day" All for $25 bucks in photos.
