Settlement Funds, Etc.

I'm new to this newsgroup, so forgive me if I ask something that's already been
answered several times.
Suppose I've already got my degree and have been working in the US software industry
for 5 years, but don't necessarily have heaps of savings, would I be best off to
start as a temporary worker and later become permanent if things work out, or should
I just outright try applying as an independent immigrant? How long is it likely to
take for someone immigrating as a computer programmer? If I'm admitted as a
programmer, am I obligated to work as one for any amount of time afterwards?
Also, could someone please clarify just how rigid they are on "Settlement Funds"? How
is it affected by things such as having a large credit limit, having a good credit
rating, having a job offer in Canada, existing debt such as student loans, etc.?
