sending application forms
I know that the forms need to be sent in to Canada together, but can the main forms be sent first and the police record at a later date when it is received?

The police certificate should be sent in with the application forms in one
packet. Othewise it is likely that the application will be returned.

This is one of the most commonly asked question in this forum and answer can
be found just by browsing earlier posts or by reading carefully instruction
specific for your visa post. The basic answer is - all required documents
(as per visa post specific instruction) must be submitted with the
application. By not submitting it all you risk delays usually exceeding the
time needed to collect those documents, so better wait until you have them
all.

Also there are some exceptions. For example, if the police certificate is from Hongkong, it should be submitted after Canadian embassy require you to do so.

If all documents are not included in the application there is a good chance
that CIC will return the application.
