Question Security clearance

This may not be the right board to post this question, but I was reading about some IT-based jobs that required level 1 security clearance. I've done a small amount of research into it, but how exactly does one establish any clearance level, or does it have to be done through an employer? I'm Canadian (sponsoring my British husband), and since we're planning to emigrate to Ottawa, with all of the governmental jobs in the area, if there was a way to fast-track security clearance (which I seriously doubt there would be, or everyone would do it!) then it would be good to know.

It is done by the Employer through the Gov't once a person has been found qualified for a job.

Are permanent residents eligible for security clearances (as it is the case in US) or do you have to be a citizen?

Yes they are eligible, but in Gov't jobs, Citizens are given preference.

What do you mean by a 'level 1' clearance?

I believe clearance is done by Public Works Government Services Canada, which for a foreign national can take anything up to a couple of years (PWGSC will first request clearance for you in all countries where you lived/worked for the last 5 years).

In addition, as a 'Permanent Resident' you will likely only obtain a limited clearance - which won't be lifted until you become a Canadian Citizen.

In short - you need an understanding employer who understands the process - and I would highly recommend arranging employment before going to Canada!!!

EDIT - should also mention that the clearance is done by the employer - and can't be expedited!

I got the "level 1" part from the following site:

I'm not a permanent resident, I'm a citizen, I just don't happen to live in Canada at the moment! My British husband (who would be a PR) and I are planning to relocate in about 18 months, and we intend to try to line up jobs before we move permanently, so this question was in the vein of "if we can pre-arrange anything to make us more attractive to employers...every little helps". I understand now that security clearance must be done through employers, which puts the kibosh on that one.
