I found that some Canadian jobs require enhanced reliability check. Does anyone know
whether this is related to the background check of immigration process? Do they refer
to the already done background check in the immigration process for new immigrant? Or
they don't look at the immigration case files at all?

Enhanced reliability check, at least in the form required by many government jobs,
has nothing to do with immigration background check. It usually involves basic
identity and address verification, a check on your references and credentials,
possibly an RCMP criminal records search and a credit check.
In fact, I believe that the federal privacy laws would make it illegal for CSIS or
CIC to share your immigration files with any other government or private agency,
without your explicit instructions ... and, possibly, not even then.
