I have a friend who landed on March 2000 than he left canada for 5
months in the year of 2000 and than did not leave canad at all can he
apply for citizenship on March 20003.

No. He must accumulate 1,095 days (3 years) of residency in Canada within 4
years prior to citizenship application first. If he was absent only for 5
months and is in Canada since return and will remain here then he may apply in
September 2003 at the earliest.
