I am a Canadian citizen, presently working in USA. My wife and kids landed in Canada in July’ 2002. At the time of landing, their landing papers were stamped saying “not valid for travel�. They were given a document saying that if they travel outside Canada before receiving Permanent Resident Card, they will be required to obtain a facilitation visa from Canadian Consulate or embassy to return to Canada.

However when I checked the official site it says: Following a transition period, the card will be required for all Permanent Residents to re-enter Canada following international travel as of December 31, 2003. I am a little confused whether to apply for visas or not to re enter Canada.
