Relatives in Canada

My wife has a cousin in Canada. Can I claim 5 points for having a relative in Canada?
Do I have to pay twice the processing fee when I apply. Do I have to pay 2 x CAD$500
or just the fee for me?
I can't find the NOC occupations description. The HRDC site has some errors. Does
somebody know the correct address of the NOC descriptions?
Thanks for any help.

Hi:
You will not recieve 5 points for having your wife's cousin in Canada.
If your wife intends on accompanying you to Canada, you must pay the $500 CDN
application fee for her also.
For the NOC go to http://cnp2001noc.worklogic.com/e/welcome.shtml
Yours truly, Ingrid Y. Chen, B.A., LL.B.
