Default relative not cooperating: evidence of residence?

I have been asked to provide evidence that my uncle in Canada still resides there. While he provided me with the necessary documents (citizenship evidence, birth certificate, etc etc) at the time I applied, he's uncooperative now. Is there any way I can get evidence that he still resides there without his help? Would be hugely grateful for any innovative (preferably legal ideas!

Ok, I think my luck just might have changed and the old dear is coming around. Would anyone know how many utility bills (for instance) need to be submitted to prove the chap's alive and in Canada? Just one, or does it have to span a specific number of months?

Most recent few months will be fine - make sure that you include phone, gas/electricity and TV cable bills addressed to claimed relative. Plus of course valid health card and driver license, evidence of employment (paystubs) or school attendance record, most recent tax assessment notice and recent 3 months worth of bank/credit cards statements showing purchases in Canada.
