I would really appreciate if you should use word "unscrupulous" a bit
judiciously.

You have a right of your opinion about someone but questioning someone
integrity without any serious complain about him is a bit too much.

He might be "unregulated" and might be but not unscrupulous that what
we believe.

If you have facts about his questionable conduct then come forward with
your facts.

To me you have been making up your case one base of his so called
registration/ listing on BBB or yellow pages. You might be right that he
should do business in a bit more formal way. But he has right to chose
the way he want to conduct his business.

One might be wary of some "informal" way of doing business, but that
does not give your right to challenge his integrity.

To us me respect him for what we see. Would change only if proven some
thing with facts.
