A question for Miller or the other experts
How would the litigation of skilled workers applicants, against CIC, would
effect the processing queue?
Is it possible that the department postpon all processing until a final
decision about the "old cases" and the old system final day be given?

It will not affect anything until there is a final end of litigation process
(after all appeals). CIC will continue processing all cases as per IRPA and
current Regulations (except those 102 cases that must be processed by March
31) and will not postpone anything.

There was information that suggested that the department was prepared to go
all the way to the Supreme Court with the case (even though they really won
their case anyway). I suppose they want to make sure the issues are set in
stone.
There is growing pressure on the Minister. In last few weeks there have
been hundreds of letters to posts requesting process before the 31 st under
threat of court actions. (after all, this is what the Minister had
committed to and did not make means available to affect so there may be a
case for negligence)
Could you imagine if 120 000 applicants lodge suits against the department
including cost plus damages. With billion dollar lawsuits over their heads,
it may be better just to make a change.
