Question about H1 visiting Canada - 30 day rule still applies?

Hi,

I'm holding P.R.China passport, currently I'm working on a H1 visa. I'm planning to
travel to Canada for a week for personal purpose in March. I've heard that I won't
need to apply for another H1 if I return within 30 days, however I've also heard this
has been changed due to 9/11 emergency. Just wondering what status/detail of the rule
is right now?
