Que: Visitor visa for sick relative/chance?

Hi,
I would like my son to visit Canada, to see me. Heis34 yrs (married, 1
child(4 months baby), working private co., + managing parents rental
property,.... as I am awaiting for heart operation, was rushed by
ambluance,want to see him before opration.
> Does he has a chance of getting visitor visa. He also has applied
under permanent resident/independent category & it's pending/waiting.
>Is above will be considered a strong ties with his country/family?
>How much % of chance on basis of visiting sick relativemother? & How
to do this right.

Before you could get an informed answer, details of country of
citizenship and residency would be helpful.
