Hello,
am I required to live and work in a particular province throughout my life time if I immigrate to Canada through the Provincial Nominee Program? or am I only required to live and work in the particular province (the province that nominated me) until I gain my citizenship?

As far as I know and please tell me someone if I was wrong, but if you'd move under the PNP route you are only tied to the employer,job and location until you got PR. So usuall from coming over and applying till getting PR I'd say roughly 18months-ish??? Then I think you are free to work whatever and wherever you want.

Provincial Nominee's must sign and declare on Schedule 4 of the application that they intend to live in the province that nominated them.
It's unlikely that moving out of the Province would result in PR being revoked (I've never heard of it happening), but still, the possibility is there, particularly as a declaration is signed.
If you were planning to leave the province as soon as PR is granted, it's a bit unfair on the Province that nominated you. I'm not saying you have to stay there for the rest of your life, but at least a couple of years seems fair.
Don't forget, your place on a PNP scheme could be used by someone with a genuine intent to settle and make a life for themselves in the province. Also a tad unfair if you don't intend to settle for a couple of years at least.

my friend told me that because every Canadian citizen (doesn't matter whether you are a Canadian citizen by birth or became a Canadian citizen via naturalization process) has a right to live and work anywhere in Canada, and because I am no longer a provincial nominee once I become a Canadian citizen, Canadian government cannot cancel my PR or citizenship if I move out to another province "after I become a Canadian citizen" (so I am only required to stay in the province that nominated me until I gain my citizenship).
Is this correct?

I would say that you are not required to stay even that long.
My view is that as long as you have built strong ties to the province that nominated you by signing an annual rental agreement or buying property, working and paying taxes, registering your children at your local schools etc. These are the things that demonstrate clearly your intent to settle in the province. If after a year or two you decided to move you shouldn't have any problems.
If you after living there a few months you suddenly get offered your dream job in another province you would be well within your rights as a PR to move and take it up; plans change.
The people who may need to worry are those who clearly had no intent to settle in the province. Maybe they got the job offer in the other province before they even landed or built other ties which clearly show their intent to settle elsewhere.

I believe that you do no have to stay in the Province whihc nominated you, but in order to get the PNP you have to have a permanent job. the job offer, especially if tied to a relocation allowance may require you to stay in that area for 2 years, or pay back the allowance. That was my experience anyway.
