Processing time for Quebec application - from US?

Default Processing time for Quebec application - from US?

Does anyone know how long it currently takes for the Quebec
Application for Selection Certificate to be processed in the US? How
about the federal application, once the Quebec certificate is granted?

CSQ process may take anywhere from several weeks (rare) to quite few months
(more realistic). Then PR visa application may take anywhere from 6 to 18+
months depending from many factors - among them your nationality and
countries you resided in as well as the need for the interview.

Does QSC require one to speak/write/read French very well?

Is QSC granted exclusively to those with a guaranteed job offer (for

I got the CSQ with very basic French knowledge and did the interview in English.... It is a general pointing system, in this case you will be getting 0 points from french but if you can get enough points from the other criterias, than that is it. Most of the points for CSQ is given during the interview.... You have to know so much about Quebec, and you have to show a motivation why you choose to live in quebec.... It also helps to visit Quebec, before the interview, there is an extra point for that, and you will be more confident what you are saying about immigrating to Quebec during the interview. I hope this helps..

I think the minimum points to qualify is 30 for a single and 35 for a
couple.

therefor for qualifying you will need
- 6 months work experience over the last 10 years
- Enough money for three months (minimum 2200 CAD for a single) when you
settle

Then you're profile will be studying.
cut-off point are
- Some medical diseases.
- Previous problems with justice (in whole country you lived)
- Lying to the previous form
etc...

The particularity of Quebec is that they choose they immigrants
officially the ideal candidate speaks french, is young, in good health, has
an university diploma, work experience and a demanded profesion
In facts others applicants may suceed but the time needed might be longer.

Married couple - 70 points, single applicant - 65 points.

We got only 53 points on the self assessment but we got our CSQ without any issues. (BTW, our French is at 'beginner' level)

If you notice, when you take the self-assessment, it says "you MAY qualify for ....." It does not give you a firm PASS/FAIL response. I dont think there is a hard cut-off. BTW, even if you think you get 70 points or whatever, the Quebec immigration officer still has to assess your application. During our interview, we actually saw the officer feeding data into her computer and wait for a response before she announced that we had cleared the interview. So, the decision is not final till you get an interview waiver or till you clear the interview.

The best way of finding out if Quebec would be interested in you is by filling out and mailing the initial application. If you get your CSQ application forms, you have a very good chance of making it to the interview atleast assuming all your documents are in the clear.

If all goes well, you should have your CSQ in 6-7 months (NY office). This is probably faster than getting the assesment under the federal process which is taking atleast 12 months for Buffalo applicants.

But remember that CSQ is not a visa yet - you still must apply for PR
visa with your CSQ through the Canadian visa post and it will take
another 6 to 18 months, depending from the nationality, countries you
resided in and verification of your credentials. CSQ is not a
guarantee that you'll get visa.

PR Visa will not be issued in case of medical inadmissibility or background inadmissibility.... Other than that, you won't be assessed in the PR application and so on..... It is not a visa indeed it is a half way through to the immigration.... There are people I know got their PR juist after 3 months of getting CSQ and others I know waited for 18 months.... Myself, it has been 10 months since CSQ and 7 months from medicals still nothing yet..... Background check takes forever.....

How is your Federal process so far ? Are you applying through Buffalo
office ? Could you please share your Federal timeline (after the CSQ)

I want to share my experience. The interview starts to confirm your submitted documents... Then the real part comes, WHY CHOOSE QUEBEC? you have to explain why you want to settle to quebec... This information can be obtained from quebec immigration web site. Medical issue, social issues, education issue, safety..etc... Then they asked me what I do plan to do in QUebec.... What kind of job I am expecting to get, and based on what... Then the economic related questions started coming.. Which are the strong industries in quebec, (aerospace, biotechnology, information technology...) and what does the quebec economy based on? Then they asked me the population of quebec, and how much francophones and how much percentage anglophones? What are the main cities and such... And then they confirmed my job experiences simply asking what exactly I was doing while I was working, job responsibilities etc ... Then she told me I have to know French if I want to success in my goals in quebec, however she issued the CSQ...with my very basic french knowledge and then explained me about the free french courses for new immigrants....
Timeline with Federal so far.
August 2002, CSQ
Sept 2002, Applied for PR in Buffalo
Sept 2002, Received AOR
October 2002, Interview waiver, and medical forms with the info how to obtain police certificates from Canada
October 2002, Done medicals and sent fingerprints to RCMP
May 2002, asked for an update to complete my background check, they are asking an update of my adress, work and school history since Sept 2002.

You did not get the whole story, you GET PAID to take those French courses,
in other words the Quebec Gov. pays you to go to school and learn French. I
know this from some friends that settled in Quebec in 2001. But in the same
time there is a new Gov. in Quebec, Liberals defeated the separatists in the
very recent provincial elections, that's why I do not know if they will
still pay new immigrants to take these French language courses.
