PR with AEO

PR with AEO
What are the formalities of getting a PR with AEO in hand
1)I had already applied for PR about 1.8 years before
2)Now i had got a valid job offer(Software Products developer)which does not requires an LMO
3)I had already submited this job offer to canadian embassy last month,what will be there next steps.Any confirmation regarding the time it takes
4)While applying for PR i qualified 67 points by showing some high proficency in english(Reading & Writing-> High,Speaking and listening -> Moderate).Now with this AEO i had got around 75 points without these high proficencies.Is it possible to compensate the scores for english proficency with these AEO.ie Eventhough if i fails to obtain high skills then can i claim the 67 points with my AEO.
