Default Police clearence for the stay in US

Hi, I am asking this question for my friend.

My friend was in USA for 3 years (1999 to 2001). In 2001 he left USA. He is now in INDIA.

He want to apply for Canadian PR.

How can he get Police clearence for his stay in USA?

Please advise if anybody know.
