Default Police clearance - when to apply for that?

Hello,

My husband and I are presently preparing for my application for PR
status in Canada, Quebec. I read the guide on CIC website on spouse
sponsorship in Canada and I have a question regarding the Appendix A -
Letter to local police authorities to request for police
clearance/certificate.

I have sent this Appendix A along with the other documents requested
by my home country's police authorities and they say that everything
is ok EXCEPT for the Appendix A. They say that it is not a official
document. So my question is - have I sent the wrong document and that
actually, I would have to wait for Canada Immigration to send me a
formal letter telling me that they need the police cert?

Would appreciate if someone could shed some light on this.
