Police clearance certificate for PR, applying from the US

Default Police clearance certificate for PR, applying from the US

Hi everyone,

I was going through the Skilled Worker Immigration application for
Permanent Residency in Canada. In the Police Clearances section
(Appendix B), its mentioned that the applicant should NOT request for
a Police Certificate (in the US) until the VISA office instructs the
applicant to do so. It also mentions that instructions to get the
Police Certificate will be mentioned in the "assesment letter".

I am confused because:

a) The checklist in Appendix A asks for a Police Clearance Certificate
- doesnt this imply that it has to be attached to the initial
application? If not, I do not understand the purpose of the checklist.

b) Also in Appendix B, immediately after the applicant is instructed
to wait for the "assesment letter", Appendix B itself describes the
process to get the Police Clearance certificate.

Can anyone who has gone through this process shed some light on this
as well as explain what the "assesment letter" is?
