Points for second language

I studied French as second language in school for five years. Can I get 2 points for basic proficiency without appearing for TEF exam.

My grades were always good (more than 80% score).

I will probably get in trouble for saying this, but the TEF levels of award, you only get 2 points(basic capability for 2nd language) if you score atleast 50%/level 3(intermediate) according to the TEF levels matrix.

And max 8 points if you score level 4 up to 100%.

What did people do prior to 2002 for french language ability when the TEF wasn't recognisd by CIC?
