Passport Requested!!..is that normal?

Passport Requested!!..is that normal?
I am a Canadian PR. I recently submitted a Spousal Sponsorship
application for my wife staying in India.
the Timelines are as follows:
1) Submitted the application(including medicals) to mississuaga on may
12th, 2003.
2) I received the Approval on may 28th, 2003.
3) on June 14th, 2003 My wife in India received a letter from the New
Delhi, Canadian embassy that the file has been received and they are
asking for her passport and asked her not to call the embassy for at
least 3 months.
I am quite taken aback by this passport request. I mean, is it not too
early to ask for a passport?.
I know this sounds far-fetched but are there any cases where the
entire process is over within couple of months without a interview?
Any of your replies will surely put my mind at peace.

Yes, it is a standard procedure for New Delhi.

I feel better now, really..
Hopefully they send back the passport with a visa stamp(now that's
asking for too much.. :-)
