People doing a U-Turn at the border is done all the time,
by persons who need to be processed by Canadian immigration
at a port of entry. Even if the US border agents saw someone
do a U-turn, they would only have any power to intervene if
the car were still in US territory. If the car is on the Canadian
side of the border, then the most they could do would be
to send a message to the Canadians expressing their concern.

Hi,
I landed at the rainbow bridge in niagara falls which is right opposite the planet hollywood in niagara falls, ON.
I had to go to the US.. get a refusal paper from US immigration and then come back to Canada. I simply walked the bridge to the US.. got the paper (10 mins) and came back. Then went to CDN immigration and landed. The whole process toook less than 30 mins.. most of the time was taken by walking the bridge back and forth.
By the way the immg officer on the CDN side did tell me that you have to go outside the country (in my case to USA) and then come back in. You cannot simply turn or go straight to CDN immigration.
