Parents question
Under the new reglemtations tt is possible to sponsor a parent while he is in Canada
(visitor visa), at Buffalo Canadian Consulate or must he return in his country and
apply to the local Consulate there? He has a valid multiple entry visa for Canada and
for US, so he could attend an interview at Buffalo.

At the present time he could apply outside of his country of habitual residence. This
will change in 2003.
