Default Papers lost in the mail

A friend of mine completed all the requirement for immigration. The
High Commission in London have sent him the Checklist to issue the
visa. The checklist were lost in the mail. The High Commission in
London sent him a fax with a copy of the checklist. When he approached
the Canadian Embassy in Abu Dhabi, they refused to process the request
because it is not the original. His Security Check expires in November
5th and his Medical expires Dec 10th 2002 and he is determined to do
the landing immediatly if the visa is issued. What would be the best
approach he should take? He is ready to travel to London if it is
needed aznd apply in person. Any guidance is appreciated.
