To: The Ministère des Relations avec les citoyens et de l'Immigration.
Cc: Open Letter.

To whom it may concern.

I have previously written to the Ministère des Relations avec les citoyens et de
l'Immigration in connection with information we provided concerning
Mr. Mageric Ntakirutimana. I had valid concerns, and deserve a clear answer. You
dismissed what I said previously on the basis that you "cannot and shall not
disclose any personal information ". Please note carefully - I did not ask you to
disclose any personal information - this is wrong. Please explain why you
motivated your reply in this way. I was writing to you recently, in the first
instance, not about Mr. Ntakirutimana, but about the Direction. We are deeply
concerned that the Direction is behaving like a Secret Society. It is altogether
unacceptable that we should wish to make a submission to the Direction, but you
refuse steadfastly to provide us with a case reference number, you refuse
steadfastly to give us a name. It is undemocratic. It is devoid of all
accountablity. We cannot even know if we are dealing with the Direction. There is
nothing that we need to know about
Ms. Ntakirutimana. He was involved in criminal behaviour, and this was documented
carefully by several people, including myself. What more should we need to know?
We know what you think about this. It is irrelevant. You are not interested. And
this is why. We know that you have not made the slightest effort to corroborate
what has been stated. Not with his Church, not with his sponsors, not with his
academic institutions, not with the South African Police Services. We made a
statement to the Direction, and all we wanted was a verifiable acknowledgement.
Why can we not succeed in such a simple matter? Do you suppose that by ignoring
this it will go away?

Yours sincerely, Rev. Thomas Scarborough, Minister, Fraternal Chairman, National
Chairman-Emeritus.
