Once landing is complete can I use Chaplain border at route 15 to be back.

You will likely need a PR Card, Travel Document or visa waiver passport to board any commercial transport going to Canada. On the land frontier, the IMM1000 is supposedly still ok (according to CIC website) but there have been reports that some people have had problems.
