I have been told by the call centre of the Canadian High Commission in South Africa
that they are unable to issue any more PR visas as the quota has been filled. Can
this be correct and if so does this apply to the whole world?

Quota is a word the Minister would certain not want to use (IMHO). = Canada has long
denied there is a quota system.=20
Canada does set targets. These targets are rarely met. In the last = year or two they
have been met, but only because of the serious backlog = of cases at various posts.
Those of you who took Organizational Behavior 101 will understand what = the visa
post means when they say they have met their quota. You can = think of it in the
sense of a sweatshop section supervisor. =20
If a supervisor is able to produce 1000 "widgets" on a budget of X and = the next
month is able to produce 2000 "widgets" on the same budget, = then it can be argued
that the supervisor is overstaffed and would = likely be able to produce the required
1000 with only half the staff.
It is easier to meet the numbers when you have a reserve fund. If you = fall short,
then at year end you can give everyone a bonus. If you have = more, you can save them
for next year and make sure that your number is = met.
But, Canada does not have a quota system.
If you would like another discussion for Political Science or Social = Science 101,
compare the number of visa posts versus the number of = applications in various
regions of the world. Let's see what you = discover.=20
