I read, re-read and read again and again pre-published Regulations - most there is
pretty good from the flexibility, transparency and even processing speed perspective
as the intention of new regs is to process most cases without interview unless such
is absolutely necessary (in opposite to the old law where interview was a standard
and waiver was a rather rare bonus).

And I may even understand the government's explanation for reasons behind the brutal
treatment of pending applications as laid out in Transition and Alternatives
paragraphs (page 4517 of Canada Gazette Part I). The clear goal of such brutal
transition is to eliminate the backlog (5 years in some visa posts) and to reduce the
overlap of two laws to the bare minimum - I can't really see any other alternative to
achieve it. But my understanding doesn't make it any less brutal - I wish we could
find some less brutal alternative, although regardless what we will propose someone
will get hurt badly.

The good news is that after brutal cleanup of the existing backlog processing times
would be most likely in the 12 months (or even less) range almost in every visa post
and this fact alone will make Canada a rather attractive destination compared to
processing times in other countries.

What brutal treatment are you talking about? Can you please outline why the pending
applications are being treated "brutally" and in what way? Are they going to reject
all the pending applications, or reject a majority of them? Also, how is pending
application defined? In which stage? I can see the following stages:
1. Filed but file number not received
2. filed with file number (under process).
3. Interview waived or scheduled
4. Interview done waiting for medicals
5. Medicals done and report sent, waiting for landing papers.
6. Landing papers received, waiting to land.

Which of these would be affected and on what date?

Well that is true enough, but at what cost?

What about those who have already been waiting for a few years and = already spent
millions (collectively)? Should they be sacrificed to = clean our mess? After all,
we encouraged them to apply. We told them = to be patient. And now it is time for
their "reward".

We will no doubt see thousands and likely tens of thousands applicants = who will get
re screened against new criteria and be given another = letter something like this:

"Canada is pleased to announce a new, speedier process that is more = transparent
achieves the goal of balancing immigration with Canada's = need for skilled
workers....

Your application was reviewed with this in mind and we regret that you = do not
qualify. =20

Your money will not be refuned. Thanks for your contribution."

Well, perhaps not exactly.

I am currently evaluating if moving to Canada is feasible for me and compiling the
last of the materials required for the Skilled Worker application.

I score 71 points under the new criteria (Age = 10, Education = 20, Language Skills =
16, Experience = 25, no job offer as of yet), as opposed to 70 points under the
previous criteria.

However, since it appears that the pass mark will be initially set at 80 points, I
believe that I should delay submitting my application until this backlog is cleared
and the governing body hopefully lowers the pass mark.
