What should applicants from the old system do in referenece to TELF scores, when they recieve the new IM008?

Applicants who applied prior to 2002 and received selection decision prior
to March 31, 2003 don't need to submit any new documents unless such are
requested by visa post. Those who didn't get selection decision (interview
waiver or passed interview) before end of March will be assessed under new
law, thus proof of language proficiency is required.

Your advice has cleared the confusion, Mr. Miller.
So we, who've received interview waiver/medical info prior to March 31, 03, can just write N/A in the column for "IELTS", if there's no formal/specific instruction to take the test, right?

Right, as long as you have applied prior to the December 31st, 2001 and as
long as visa post didn't ask you to provide any evidence of language
proficiency.
