Mr. Miller: Work permit, PR, and HRDC

Mr. Miller:
There are 2 types of HRDC confirmation:
1) For arranged employment
2) For temporary employment
Question:
A) Is it true that if I get a valid job offer for arranged employment (#1),
I can still apply for Employment Authorization from outside of Canada while
waiting for my immigration
application process to be concluded?
B) I have a prospective employer, but does he have to send job offer letter
twice to HRDC for both #1 (arranged employment) and #2 (temporary
employment)?
C) I still have a valid work permit from my past employer (not the
prospective one), but it's only valid for another 2 weeks. Which one do you
think will be better: to ask my employer to apply after I am in my original
country of citizenship (I'm going back in about 2 weeks), or to apply right
now while I'm in Canada?

A) Yes, you may, providing that you also have a job offer validated by HRDC
(your option #2)
B) There are two completely different applications and two completely
different processes. When applying for HRDC job offer validation (your
option #2) for work permit employer must prove that despite offer efficient
enough to attract and retain Canadians and extensive (well documented)
search no Canadian candidate was found. When applying for Arranged
Employment Opinion (option #1) employer doesn't need to prove that no
Canadian was found.
C) It is up to you.
