Hello,

My husband and I are Filipinos who applied in Manila. The following is our timeline:

Submitted-November 2000
AOR-January 2001
Letter advising that interview is needed-Feb 2001
Letter advising of new law and new documents needed-Feb 2003

The recent letter strongly suggests that my husband (the principal applicant) take the IELTS to prove his proficiency in the English language. Since we both feel that I have a greater chance of getting a better score from the said test, do you think the Embassy will allow us to change the principal applicant in our application, i.e. I would be the principal applicant and my husband will be the dependent? I just want the answer to this question because if this is allowed, we would have a better chance of garnering a higher score in the new point system (My husband will have 71 pts if he gets the full 16 points for the English proficiency, i.e. if he gets FULL points). I don't want to demean him but we are just being realistic about the whole thing.

He also lost his job last January 31 and has been unemployed since then. Do you think our application will be affected if he indicates that he is currently unemployed?

Also, what are the chances that we'd get interview waived this time? What other docs do we need to submit to ensure this?

Sorry for all the questions. We're just confused and tired about the whole thing. (But we're not planning to give up yet! =) )

We will appreciate it if we could hear from you about this matter.

1. If you were the principal applicant, what would be your score?, you
can't be the principal applicant just for the Language component.

2. His unemployment should not harm the application if he has sufficient
years of regular employment to get the maximum number of points.

3. No chance to get an interview waiver.

Hi Pmm,

Thanks for the reply. If I were the principal applicant, I would be getting 73 pts. if I get the full 16 points for English proficiency. I know this is insufficient if we re-apply and withdraw my husband's application. What I want to know is whether my husband and I can switch places and submit our application by June 1 (the deadline for all those with a lower pass mark of 70) with me as the principal applicant instead of him. Will they allow this? Or we have to maintain my husband as the principal applicant?

What are your thoughts on this Pmm? Mr. Miller/Mr. Humphries/other experts? Any thoughts? Your valuable advice will be highly appreciated.

You cannot just switch principal applicant in the middle of the process.

What deadline (June 1) you are talking about? There is no such thing. Only
cases received prior to 2002 that are assessed after March 2003 are subject
to 70 points pass mark.

Thanks for your reply Mr. Miller. At least we can scratch that option from our list.

The June 1, 2003 deadline I was referring to is the date set by the Canadian Embassy here in the Phils. for all applicants who applied prior to 2002. We are being required to submit proof of language efficiency (IELTS score) and other updated documents (including application forms).

My husband will be taking the IELTS exam in April. Wish us luck!
