Default Mr. Miller, i have an unusual question

The embassy requires that I should submit FBI clearance and Police
Clearance from local State in the US.
I worked for a US based company as a seafarer which means that I
wasn't landbased and from time to time was assinged in different ships
(that means
different States). I read that FBI and police clearance are required
only for those persons who have resided/lived in the US for a minimum
of 6 months.
If I would add up the hours we were on US land, it wouldn't even
total 6 months because we were only there for 11 hrs a week for
embarkation and disembarkation procedures.
I already asked for exemption to submit the documents. What do you
think are my chances to get the exemption?
Pls, pls help!!
