Is that true that if you hold a student permit in Canada when interview, you application will be refused.

My friend finished Master degree in Canada, in order to wait for interview, he begin his MBA program. However, during the interview one years later, when the officer knew he was still a graduate student in Canada and reject his application even he got very high point under the old rule.

In this situation, what should do ?
can re apply in the future after graduation or give up the graduate study immidiately?

Fact that your friend was continuing his education in Canada couldn't be the
sole reason for immigration visa refusal - your friend either lied to you or
has no idea why his application was refused. Maybe he said something wrong
during the interview, or his intended occupation didn't match work experience
or something else. It would be wise to find out the real reason for refusal
before new application is filed - such reasons must be dealt with first. Letter
of refusal states the official reason, but it is recommended to look into CAIPS
file to see what else went wrong. You may ask your friend to contact me
