Re: Mr Miller??
It is not yet a refusal, but it doesn't sound good at all. In majority of cases
when at the end of interview applicants is not told that s/he passed but
instead is told to wait few weeks for the formal decision it usually was a
refusal. There are some exceptions though and you may be a lucky one, but be
prepared for the bad news.

No its not. Every visa officer works diffrently. Maybe they need to do some background checks, or your medical papers may not have reached them yet.
so there are 2 ways u can look at it:
1. that they need to still clarify something or are waiting for some papers to reach them and so the officer could not tell u on the spot.
OR
2. The officer prefers to take time after the interview to review the case and then send you the final decision.
Someone I know went for the interview in Houston and they gave him the answer on the spot and asked him if he wated to pay his ROLF on the spot too.
For me, the officer told me I had passed on the spot but said that she will send a letter in the mail confirming this decision and then I can pay the ROLF later.
So it all depends.
By the way where did you go for your interview?
