MR. JIM please helpabout the decision made

sir,

I appeared in interview at london in first week of september but they did not take any decision then and now after a gap of six and half months my e appplication states that decision has been made and they have sent me letter regarding it, I have not got it. would you please clarify what does this means. does it means refusal.
