Dear Mr. Humphries,
In your opinion, as a former visa officer, do applicants with U.S. education (Masters) and U.S. work experience (2 years), applying for Canadian PR from the U.S.A. through Buffalo stand a good chance of getting "positive discretion" even though they only score 72 points?

It is too early to say with confidence. In the past, the answer would
