Hello,

Experts,

I'm a Canadian P.R. for 8 years and currently working in US since Jan of 2003
this year. I will be working here in US till about March-April of 2004- next
year.

As I left Canada, I read that as of Dec 31st, 2003, Landing papers i.e. IM1000
won't be valid for travel. I couldn't apply for PR card as I will be eligible,
I beleive, in June-July 2003 to apply for a PR card. As I read the details, it
says that the IM1000 - the Landing Paper will not be accepted as a valid proof
or PR and residency in Canada.

Follwing are my questions please:

1. I understand that I will not be able to use my PR landing paper if I want
to use a commercial means of transportation to Canada. How about if rent a car
on way back to Canada next year and/or have someone drive me to the border?

2. Is IM1000 , the Landing Paper, is totally voided and cancelled as of Dec
31st, 2003? Is IM1000 , the Landing Paper valid, as a proof of Canadian PR, to
CIC and Canadian Immigration, once a person makes to the port of entry without
taking a commercial vehicle, and by taking a rented car and/or have someone
drive them to the border/port of entry?

3. I called CIC, but to no avail. I called CIC three times, all three times,
I got confusing and different answers. Please help me in this matter to
understand the law correctly, clearly and in detail so I can be sure of what
needs to be done to keep papers in order. Thank you.

4. Should I expect difficulty and problems going back home to Canada next year
in this scenario? Please help!

1. IMM 1000 will not be valid for travel after the end of 2003. You may
still be able to cross land border with it, although expect serious grilling
and be prepared to conclusively prove that you are still a PR and you met
your residency requirements - that you resided in Canada for at least 2
years within 5 years prior to re-entry.

2. IMM 1000 was never a legal proof of PR status - it is only record of
landing. The only legal proof of PR status is a PR Card.

3. I strongly recommend to apply for Travel Document through Canadian
consulate in US before returning, just to avoid hassle and potential
problems at the border.

4. see # 1 and # 3 above.
