Dear sirs,
I am a Canadian citizen who has become a non-resident for about 1.5 year, because I
am staying and working in another country.
I am getting marry soon, and really want to apply my wife immigrate to Canada.
However, we really don't want to separate for long if I move back to Canada to start
her immigration application.
Just wondering if I can apply her now even if my status is a not a permanent
resident. If so, where could I obtain the procedure for the application? After she
got her PR, then we will move back to Canada immediately.

Canadian citizens may sponsor their spouses even if they are living abroad at a time,
providing that they sign a declaration of their intent to move back to Canada when
sponsored spouse receives immigration visa. All instructions and application kit you
can find on CIC website here:
http://www.cic.gc.ca/english/coming/index.html
You need Sponsorship Kit (Family Class Relative) and Application for Permanent
Residence Kit (Family Class member).
