minimum income requirement
Does someone who meet minimum income requirement within last 12 months but
now being laid off is currently unemployed would have a chance to sponsor
parents?
If not, how would they know the person is currently unemployed?

Not a chance - sponsor must not only earn minimum income within 12 months
preceding sponsorship application but also must demonstrate that s/he is in
the position to continue earning same or larger income.

I'll send in my sponsorship application 30th of January. Is it OK to
count the 12 months period as January 2002 to January 2003?

Re: minimum income requirement
You must provide proof of meeting minimum income requirement for the 12
months period immediately preceding sponsorship application. And you must
continue meeting income requirement after the application as officer will
recalculate downward your income at the time of assessment or at the time
s/he receives information that your income has changed - such recalculation
will be based on the 12 months period immediately preceding the date officer
received information that you no longer meet income requirements. Income
cannot be recalculated upwards, but it will be recalculated downwards if
your income falls below the declared one.

business in outside of canada then bring the money to canada and declare it
in tax assessment?

If it is a one time "big business" then it can't be used, but if it is
steady income coming regularly from foreign source while sponsor resides in
Canada and it is declared in Canadian tax return then it may be taken under
consideration.
