Default Landing and PR card

Can I land before the visa expires & leave Canada within 2 wks without
the PR card. I`ll apply for the PR card when I land 4-6 weeks later in
August 2003. Will I be allowed to land the second time with the same
visa ? I`ve read here about the visa being "a one time entry visa
only". Is this right?

Yes, you can leave without waiting for PR Card - but without one you won't
be able to return to Canada, unless you are the citizen of the country on
visa waiver list. PR visa is a single entry visa only, issued to facilitate
your original landing, nothing more. If you don't have any family or friends
in Canada who's residential address you may use for PR Card then your only
option will be to apply for Travel Document through Canadian visa post
before returning to Canada.

Thank you Mr Miller. One more thing - Can I apply for this from
Toronto (where I plan to land). The Canadian embassy is a long way off
from the city I live in- in India. Anyway I plan to go back, for good,
in 4 wks time. Applying and geting any kind of documents from the
embassy here takes ages.

don't you have any family or friends in toronto whose residential address you can use? applying for the PR card is part of the process for new landed immigrants and if you provide the address of a friend or relative your card will be mailed there. if the card is received before you return, they can courier it to you, if not you have to apply for a travel document at the canadian embassy. these are not issued within canada. good luck!

No, you can't apply for TD in Canada. It will be much better for you to
provide friend's address in Canada during landing where PR Card will be
mailed and once received your friend may send it by courier to you. It is
rather unlikely to get TD in New Delhi that fast anyway.

Does that mean that a U.S. citizen who is a permanent resident of
Canada will have no need for a PR card because he or she could return
to Canada in the same way that other Americans visit Canada?

I'm just asking. I dutifully applied for my PR card weeks ago.

There are 2 separate issues involved with returning to Canada - (1) one is
boarding a commercial carrier and (2) the other is getting admission at the
port of entry.

1. To board a commercial carrier (plane, bus, train, ship, ferry, etc.)
heading to Canada person must show proof of Canadian citizenship (passport)
or PR status (PR Card or until the end of 2003 valid for travel IMM 1000) or
valid Canadian visa (either PR visa or TRV or TRP) or a passport of the
country on Canadian visa waiver list - thus having US passport or other
acceptable proof of US citizenship covers this matter.

2. To be admitted to Canada as returning PR person must demonstrate having
valid PR status. US citizen may be admitted as visitor most of the time (if
not inadmissible) but not as returning PR without some acceptable proof of
valid PR status. We'll have to wait until 2003 ends to see how it will
really work at Canadian ports of entry for those Americans without PR Card.

Andrew is absolutely wrong on this matter. I talked to CIC and they say IM1000
is enough to enter if coming from the USA.

Doesn't need a PR card unless he wants to be admitted. Nothing too
major, I suppose.

Canadian PR's cannot legally enter Canada as a "visitor".
