Default Landed in 2001 and never been in Canada (Miller or other experts pls)

My friend landed in Canada in 2001 then returned home until now. He
thinks going back to Canada to apply for PR card. His question: Does
he break the only PR rule of 183/365 and he is no longer a PR, or he
can use the 3/5 rule so that there is less than 2 years after his
landing, and he has no problem with the residence requirement. All
things will be forgiven before 6/28/2002?
