Hello there,

To answer your first question, it will take 4-6 weeks to get your SIN from the HRDC office when you go in to apply for it.

If you do come in by land, you will have to apply for your PR card when you get in, this at the moment according to the CIC website, is taking up to 101 days.

To get a permanent SIN card, you need your PR card.

CIC processes your PR card at the POE, whether it is the land border or the
airport. At both it will be mailed to a Canadian address. You apply for
your SIN at an HRDC office and it is mailed out. If you are not intending
to remain in Canada, you really don't need the SIN.
