Interviews at random ?

Does a well prepared case guarantees you a no-interview process or can it be that even straight forward and/or well documented applications are being picked "at random" for an interview ?

I think there is no guarantee whatsoever in Immigration, but it certainly improves your chances of getting a waiver.
