Default Interview, is it RANDOM? Miller and others?

Hi,
I have been requested to go for an interview. I have more than enough
points but I am not sure if my file was filed properly by my lawyer,
category skilled worker. My lawyer seems to think that interviews are
random and they are used for quality analysis. Is this true?

There are random "Q.A" interviews.
Only know because I was called for one and told so by officer.

There are randomly called quality assurance interviews, but they are rare
and usually it is indicated in interview letter that it is a quality
assurance, not a selection interview. You should ask your lawyer (if he is
in Canada) to obtain immediately your CAIPS file printout to see what are
the reasons for interview, so you can be prepared.

These "random" interviews... does the interviewee need to pay for her/his
trip to one of these if chosen?

Since the decision to allow you a VISA, supposedly, does not depend upon
this type of interview, can you refuse to attend? It seems to me that for
many, this type of interview can be quite expensive and create hardships,
especially if required to travel half way around the world, such as in the
case of Indian people having to travel to New York (for example).

You pay for the trip and if you refuse or don't go, then CIC refuses the
application.
