Default Inland Spousal Case - why does it take so long after receiving AIP?

Hi, I have applied for a PR as a spouse of a Canadian citizen in
October 2002. I received Approval in Principle letter in mid February
this year, but nothing else since. People I know who applied in Oct -
Dec last year have all received finalization letter and some already
have their PR cards, too. I saw a couple of people in this group whose
case finished in 4 months. My case has been nearly 8 months.
Can anyone give me an idea why my application is delayed and if there
is anything I can do to speed up the process?
I called CIC call centre but they said it is a normal timeline, but I
am very worried.
My husband's brother is getting married in Europe later this year and
I can't even attend his wedding if I don't have PR card to go outside
Canada....

Your background/security check takes longer than for others. What is your
nationality and what countries you resided in?

Hi, Mr.Miller. thank you very much for your reply.
I am from Japan and I came to Canada three years ago and have been
basically living here since. (went back to Japan a couple of times
during this period)
I have never resided in any other countries since 18.
I've been exchanging information regarding this matter with a lot of
Japanese family class PR applicants and most of them seem to get the
PR status in 4-5 month. However, there are some people who applied
before June 2002 still waiting for the finalailzation.

Is there anything I can do? Call centre people does not seem to even
check where my application is at.

Each case is different and is being processed at it's own pace - as you
yourself mentioned you know people who got their AIP in 4 months as well as
some who are still waiting since last June. It is impossible to predict
anything without detailed assessment of your case, sorry.
