Indian Embassy and PCC
Folks - I sent this e-mail to the Indian consulate in Washington, DC based on the address they provided. Not too surprisingly, the e-mail bounced and I couldn't get to any live person even on their phone. So, I'm posting my questions here and if you could give me your thoguhts, it'd save me a lot of time and a trip to the consulate just to figure out these basic info:
1) What forms I need to fill-in to make an application to get the PCC?
2) Can I download these forms from the web? Or, can they be sent to me via ordinary mail?
3) Do I need to attach my photographs in the application? How many? Are there any pre-defined specifications for the photographs?
4) What is the processing fee for getting a PCC?
5) How much time does it normally take to get one?

You need to really try hard. Checkup the office times(I think 9-30-10.00AM is a good time OR 3-4PM ) The Embassy tests your patience. Many times they are busy & it goes into automated message, but keep trying... thats what i did 3 times when i needed to talk to them.
Go to the above site & PASSPORT/MISC Services section and download the application & follow the very clear instructions.
And confirm with them everything, before you mail the application & fee. FOR PCC you need to send your Original passport.
They forgot to send me PCCs and they only sent us the Birth Certs. So i called them up & talked to the First Sec., Mr. RK Chibber & he sent us the PCCs in 2 days by express mail & he even told me to excuse them for the oversight.

Isn't submitting original passport somewhat unsettling? Do they give any kinda receipt or assurance that it won't be lost?

The consulate in San Francisco accepts the photophopy of the passport
to start with and when they are done verifing the details(takes 4-6
weeks) they ask you to send the original passport. You have to send
the original because they have to stamp on it. As far as I know they
don't give you a reciept. It's Indian consulate, so I guess we have to
trust them
