Implementation of C-11 Bill

Hi Andrew/Cohen,

Anyone has any idea when will the (new) C-11 Bill on immigration be implemented ? If
one has submitted the application for migration prior to the implementation date,
will the new C-11 Bill take precedent of the old bill and apply the new conditions to
the application accordingly? For example the plan new medical test requirement.

C-11 is expected out of the Senate sometime in the Fall, I would think that it would
not be implemented until at least next summer. It depends what the transition rules
are as to which legislation a pending application will be processed under. For
example the rules could state that an application submitted prior to the
implementation of the Act, but where no selection decision had been made would be
processed under the new Act. Until the Act is passed and Regulations published,
anything is just a guess.

We don't know yet when Bill C-11 will become the law. But all applications submitted
before the new law will be processed under old law, unless new law benefits
applicant. Medical tests requirements are not part of the Immigration Act (old and
new) - they are part of Regulations which are undergoing all the time changes and
revisions without the need for the new act. So, changes in medical test requirements
will be implemented regardless if there is new Immigration Act in place or not.

Has the new medical test requirement been implemented? If not, any idea roughly when
will it be implemented?

medical tests requirements will be in place by October 2001.
