If his father is Canadian, was he a Canadian at the time of your husbands birth? Your husband could be a Canadian Citizen!
If you use the 'am I a Canadian Citizen' tool on the CIC website, you will be able to ascertain if he is or not. If he is, he does not need a TWP or anything else other than to obtain proof that he is a Citizen (which he can apply for online). If he is, it's possible that your children are also (but it depends on when they were born).
If he is a Citizen, then he can sponsor you as Permanent Resident (and your children, if they are not Citizens).

As his Mother has died, is there anyone in the family that could give you any of the information? Is there any documentation showing that he paid support or that he acknowledged his son? Does/did he know?

His family in Canada, aunts, knew his dad at the time his mother was dating him. We are awaiting a reply from his aunts to see what they know.
His dad was there for the first year of hubby's life before whatever happened to make his mum return to Scotland. As there's no mention of his dad on any documents are we more or less back at square one?

We have found a couple of identification cards that might help us in our bid to find out if hubby is a Canadian citizen already.
We have an old immigration card in his mothers name, a social insurance number card in his mothers name and two health plan cards, one in his mothers name and one his fathers.
The SIN card number starts with 4 and from what we can find out means his mother was either a permanent resident or citizen. Is there anyway we can find out more info?

1. What you need to do is check to see if the Mother ever became a citizen.
2. Do a search of the Citizenship Records http://www.cic.gc.ca/english/citizenship/search-how.asp You will need to include a copy of her death certificate.
