Dear All, My brother wants to immigrate to Canada under the Independent Class as an
IT Professional. Processing time in Pakistan is currently an year and a half. Can he
apply outside Pakistan such as Singapur, Dubai or elsewhere. Does anyone know what
the processing times are at these places or if there is a way to check that. Any
reccommendations for other places. any help would be highly appreciated please reply

If your brother currently lives in Pakistan then he should apply there. He may of
course send his application to any Canadian visa post, but his application received
outside of Pakistan will be treated as out of jurisdiction case and processing will
take as long (and most likely longer) than processing in Pakistan.
